The Electronics Declutter: 8 Steps for Safely and Responsibly Letting Go of Old Devices

Old electronics have a way of sticking around. A retired laptop gets tucked into a closet because there might still be photos or documents on it. An old phone goes into a drawer because no one knows what to do with it. Chargers, tablets, hard drives, printers, keyboards, and other devices slowly accumulate until an organizing, downsizing, moving, or estate cleanout project finally brings them back into view. For NAPO professional organizers, electronics present a unique challenge: getting the device out of the home is only part of the job. You also need to consider what information may be stored on it, whether it can legally go into the trash, how it will ultimately be recycled, and whether the organization receiving it can be trusted to protect the client’s information. Fortunately, you do not need to become an electronics recycling expert. A few simple steps can help clients confidently and responsibly complete the electronics decluttering process.

01 / GATHERGather electronics into one place

As with many organizing projects, start by seeing what you actually have. Unused electronics can turn up almost anywhere: desk and kitchen drawers, home offices, closets, basements and garages, filing cabinets, entertainment centers, storage bins, and moving boxes.

Remember to look beyond computers and phones. You may also find tablets, printers, external hard drives, USB drives, cameras, gaming systems, networking equipment, smart devices, keyboards, chargers, cables, and other accessories. Gathering everything into one designated area makes it easier to determine what stays and what is ready to leave.

02 / SORTDecide what should be kept, reused, sold, donated, or recycled

Not every old electronic device needs to be recycled. Create a few simple categories:

  • Keep: the device is still being used and serves a clear purpose.
  • Reuse or donate: it still works and could be useful to someone else.
  • Sell or trade in: newer equipment may still have resale or trade-in value.
  • Recycle: it is obsolete, damaged, unwanted, or no longer practical to reuse.

This is also a good time to separate electronics containing batteries, particularly lithium-ion batteries, because they may require special handling. 03 / THE DATAAsk a different question: “What might be on this?”

This is one of the most important differences between electronics and ordinary household clutter. A laptop is not just a physical object. It may contain years of family photos and videos, tax documents, saved passwords, banking or financial information, medical information, email, business documents, customer or employee information, and personal identification information.

And computers are not the only concern. Phones, tablets, external drives, USB drives, memory cards, some printers, and other electronics can also store information. Simply deleting files does not necessarily securely remove them. CISA warns that information on discarded devices may remain recoverable and that improperly disposed devices can expose personal information, financial information, health information, passwords, and business data. Ordinary clutter asks “do we still need this?” Electronics ask a second question: “what might be on this?” The second question is the one that keeps devices in closets for years.

04 / WHOSE DATAConsider whose data is on the device

For some clients, the consequences of improper electronics disposal extend beyond their own personal privacy. Imagine helping a physician clean out a home office. If a laptop was used to store or access electronic protected health information as part of the physician’s practice, simply putting the computer into a donation or recycling bin may not satisfy the organization’s responsibilities for protecting that information.

HIPAA requires covered entities to have policies and procedures addressing the final disposition of electronic protected health information and the hardware or electronic media on which it is stored. HHS also requires procedures for removing ePHI before electronic media is made available for reuse. Similar considerations can arise for clients who own businesses or work with sensitive financial, legal, customer, employee, or other confidential information.

Professional organizers do not need to determine a client’s legal obligations themselves. A useful question is simply: “Was this device ever used for work or to store sensitive information?” If the answer is yes, the safest next step may be to follow the client’s employer or organization’s disposal policy, or to use a professional provider capable of documenting secure data destruction. 05 / CUSTODYThink about security before choosing the most convenient drop-off

A nearby collection bin can look like the easiest answer. But convenience should not be the only consideration when a laptop, phone, hard drive, or other data-bearing device is involved. Once a device is left in an unattended or publicly accessible collection area, you may no longer know who has physical access to it, how long it will remain there, whether employees handling it receive data-security training, whether the device will be securely stored, how and when its data will be destroyed, who ultimately receives the equipment, or whether the recycling process is independently audited.

This is particularly important with reusable devices such as laptops and smartphones. They have value, which is exactly why physical custody matters. For devices containing regulated health information, HHS specifically warns that PHI should not be abandoned in dumpsters, recycling bins, or other receptacles generally accessible to the public or unauthorized individuals unless the information has first been rendered appropriately inaccessible.

That does not mean every retail recycling or donation program is unsafe. Many reputable programs have strong controls and work with qualified recyclers. It does mean you should know who is actually responsible for the device after you let go of it. When possible, choose a program that clearly identifies where the electronics are going and how data-bearing devices will be handled.

One of the easiest ways to evaluate an electronics recycling provider is to look for independent certification. The U.S. Environmental Protection Agency recognizes two accredited certification standards for electronics recyclers: R2 (Responsible Recycling) and e-Stewards. EPA encourages electronics recyclers to become certified and recommends certified recyclers for businesses, governments, and large purchasers managing unwanted electronics.

Why does certification matter? An R2 or e-Stewards logo is more than a recycling symbol on a website. Certification means an independent, accredited third party has audited the facility against established requirements. According to EPA, these standards help evaluate a recycler’s environmental practices, worker health and safety practices, data-security practices, management of used electronics, and downstream recycling practices. The standards are designed to maximize responsible reuse and recycling, protect human health and the environment, manage downstream recycling partners, and address destruction of data on used electronics. 07 / DOWNSTREAMFind out where the electronics actually go

Putting something into a recycling container does not itself tell you what happens next. Electronics often move through multiple organizations before reaching their final destination. Equipment may be tested for reuse, dismantled into components, processed for commodity recovery, or transferred to specialized downstream facilities.

This is another reason certification matters. Don’t just ask, “Will you take my electronics?” Ask: “What happens to them after you take them?” A qualified recycler should be able to explain how equipment is reused or recycled, how data is managed, and how downstream processing is controlled. This helps provide confidence that electronics intended for responsible recycling are not simply being discarded or improperly handled later in the process.

08 / THE LAST STEPChoose a disposal method that maintains a clear chain of custody

Once you have identified a qualified recycler, the final challenge is getting the electronics there. Depending on the project, options might include delivery directly to a certified recycling facility, a verified local collection program that uses certified recyclers, a scheduled electronics recycling pickup, or a direct mail-back program to a certified facility.

09 / STATE RULESDon’t forget about state electronics recycling requirements

Electronics recycling laws are not identical throughout the country. As of 2026, EPA reports that 25 states plus the District of Columbia have electronics recycling laws. What products are covered and what requirements apply can vary significantly by state, which means the rules governing a television, computer, monitor, printer, or other electronic device in one location may not be identical somewhere else. Rather than expecting a professional organizer or client to research environmental regulations for every project, consider working with an established electronics recycling provider that understands the applicable requirements in the locations it serves.
