Take two identical refurbished laptops. Same model, same condition, same specs. One sells for more — and the difference is what's on the drive. A device with genuine, properly licensed Windows preinstalled is a finished product: a buyer powers it on and puts it to work. An unlicensed one is a project, and the secondary market prices it accordingly.
Institutional and education buyers often can't purchase unlicensed hardware at all — their procurement rules require genuine software — so licensing doesn't just raise the price, it opens buyer channels unlicensed inventory never reaches. That difference flows straight into recovery value on every remarketed fleet.
